I wanted this to be a 4-koma, lol. Anyways! This assumption of Dexter is based off the season 2 finale, "Last but not Beast," where Dexter is a foreign exchange student in Japan. (Although, the only Japanese he says in the episode is, "sayounara!") Bubbles reads a Hello Kitty knock-off manga in the episode, "Super Zeroes" and Kuki speaks random Japanese throughout the series.
Looks like Bubbles and Numbuh 3 can't have secret conversations with Dexter around. But the Powerpuff Girls have known Spanish since birth... which will be the focus of part 2!

Fun fact: Kuki was originally only going to speak Japanese, with the occasional English subtitles, but since Numbuh 5 also was originally going to be mute, they felt it was unfair to have only the girls in Sector V not talk, so they changed it.
